Joyce Fairbairn

The Hon. Joyce  Fairbairn, P.C., B.A., B.J. Beginning her career as a journalist, Senator Joyce Fairbairn was appointed to the Senate June 29, 1984, by the late former Prime Minister Pierre Elliott Trudeau. She represents the province of Alberta and the Senatorial Division of Lethbridge.

Hon. Sharon Carstairs:

Honourable senators, I was pleased to hear the Honourable Leader of the Government in the Senate indicate that the apology was a step forward.

Therefore, I ask the honourable senator if she can explain why the Government of Canada's per capita cost for the education of Aboriginal children on reserve is significantly lower than the per capita cost the average province spends.
