Hon. James S. Cowan (Leader of the Opposition):

Honourable senators, my question is for the Leader of the Government in the Senate. Last week, on January 28, 2009, the members of the United States House of Representatives passed an $819 billion stimulus package that includes a "buy American" provision that would drastically affect Canada's already troubled economy. Yesterday, the U.S. Senate began debating the bill, and it may pass as early as this Friday, strengthened by even deeper and more stringent protectionist policies.
