Hon. Grant Mitchell:

Honourable senators, the good news is that Canada will finally get a climate change policy. The bad news is that it will not be made in Canada; it will be made by President Obama in the United States. It is very important — although I doubt it will happen — that we be prepared for this U.S. cap-and-trade policy.

Can the Leader of the Government in the Senate tell us what steps her government has taken to help our farmers and businesses prepare by developing green technology, green techniques and carbon credits so that they will be able to compete and win against American interests in this carbon market?

I have some serious concerns about this bill. I have serious concerns about what this bill is intended to address, and particularly I have a serious concern because, in the final analysis, or maybe not even so final, it will not address that and it may actually make the situation worse.
