The Hon. Marie-P. (Charette) Poulin, O.St.J., B.A., LL.B., M.A. Called to the Senate of Canada in September 1995, Senator Marie-P. Poulin was the first woman to chair the Senate Liberal Caucus, and the first senator to chair the Northern Ontario Liberal Caucus.

Hon. Jane Cordy:

Honourable senators, my question is for the Leader of the Government in the Senate.

We are all very concerned about people who are losing their jobs. I would think that even the Leader of the Government in the Senate would agree that we have passed from what she termed a "technical recession" in late November and December into what is now a full-fledged recession.

Perhaps the minister can tell us what percentage of the infrastructure money in the Budget 2008 has been distributed to communities across the country.
