Joseph Day

The Hon. Joseph A. Day, B.Eng., LL.B., LL.M., P.Eng. A well-known New Brunswick lawyer and engineer, Senator Joseph A. Day was appointed to the Senate by the Rt. Honourable Jean Chrétien on October 4, 2001. He represents the province of New Brunswick and the Senatorial Division of Saint John-Kennebecasis.

Hon. Nick G. Sibbeston:

Honourable senators, my question to the Leader of the Government in the Senate concerns the proposed northern economic development agency and the location of its headquarters. Every region of Canada has a federal agency to promote its economic development. These agencies are headquartered in the regions that they serve.

In Budget 2009, the government announced the long-sought creation of a northern development agency. However, few details were provided. People in the North are concerned that this agency may be located in Ottawa. This would send a poor message about economic development in the North. Northern people are suspect of anything that is situated in Ottawa.

Could the Leader of the Government in the Senate consult with Minister Strahl, who is responsible for the North, and ascertain the government's intention with respect to the headquarters of this northern agency?
