Hon. Elizabeth Hubley:

Honourable senators, it has been nearly one year since the Minister of Finance announced that the setting of rates for Employment Insurance would be taken out of the political hands of cabinet and given to an independent financing board. Can the Leader of the Government in the Senate say when the government expects to have this board staffed and running?
