Joyce Fairbairn

The Hon. Joyce  Fairbairn, P.C., B.A., B.J. Beginning her career as a journalist, Senator Joyce Fairbairn was appointed to the Senate June 29, 1984, by the late former Prime Minister Pierre Elliott Trudeau. She represents the province of Alberta and the Senatorial Division of Lethbridge.

Hon. Grant Mitchell:

Honourable senators, after promising that they would announce their specific carbon emission regulations by the end of this year, we now hear that the Minister of the Environment, Mr. Prentice, has said they will not be announced until next year and, worse yet, they will not take effect until 2016.

Will the Leader of the Government in the Senate tell us what credibility her government's 2020 carbon emission reductions could possibly have when they will only give industry, and presumably other Canadians, four years to meet them?
