Lieutenant-General The Honorable Roméo A. Dallaire, O.C., C.M.M., G.O.Q., M.S.C., C.D., L.O.M. (U.S.) (Retired), B.ésS., LL.D. (Hon.), D.Sc.Mil (Hon.), D.U. Senator LGen. the Honourable Roméo A. Dallaire (Ret’d), received the Order of Canada in 2002 in recognition of his efforts during the United Nations Assistance Mission for Rwanda. He was appointed to the Senate on March 24, 2005.

Hon. Grant Mitchell:

Honourable senators, the Minister of the Environment has been saying, I want to say "encouraging things," but I have yet to have it confirmed that they are actually encouraging. He said recently that, "We are prepared for a cap and trade system; that we have done the analytics and we are set to go."

Just so this does not end up being a hypothetical question, could the Leader of the Government in the Senate tell us about these analytics and table in the Senate any documentation that outlines them?
