The Hon. Percy E. Downe, B.A. Senator Percy E. Downe was appointed to the Senate of Canada by the Right Honourable Jean Chrétien. He has served in the Senate representing Charlottetown in the province of Prince Edward Island since June 26, 2003.

Senate Committee to Begin Public Hearings on Bill C-10

Ottawa (January 31, 2012) - The Standing Senate Committee on Legal and Constitutional Affairs will  begin public hearings on Bill C-10, an Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts,  with the Honourable Rob Nicholson, Minister of Justice and Attorney General and the Honourable Vic Toews, Minister of Public Safety appearing before the committee on Wednesday February 1, 2012.

As a part of the legislative process, the Senate refers the study of most bills to various committees in order to allow for a more detailed and thorough examination. Senate committees often invite individuals, experts, stakeholder groups, public servants and ministers of the Crown to appear before them in order to receive information relevant to the bill under consideration. Bill C-10 was referred to the committee by the Senate on December 16, 2011 for further consideration.

In order to complete its examination of the bill, the committee intends to hold extended and additional hearings. The committee has scheduled 11 days of public hearings, including all-day meetings during the week of February 20th to 24th, 2012. These hearings will be open to the public and also available live via webcast.

In addition to ministers of the Crown and other public officials, the committee expects to hear testimony from victims and their families, academics, legal experts, law enforcement specialists, youth advocates as well as representatives of various associations, stakeholders and others working in the field of criminal justice. In total the committee has invited approximately 100 different witnesses.
