National Finance Committee Passes Bill C-10, Pledges to Continue to Examine its Impact on Canadians

OTTAWA, March 13, 2009 -- The Standing Senate Committee on National Finance adopted yesterday Bill C-10 and presented the committee’s report in the Senate Chamber. The bill then passed 3rd reading and received Royal Assent.

“The urgent passage of the budget implementation bill is testimony to the collaboration of honourable senators in getting the legislation passed before the end of March for the benefit of Canadians”, said committee Chair Senator Joseph A. Day. The Standing Senate Committee on National Finance underwent marathon sessions examining the bill with government officials.

Pursuant to a motion in the Senate, the National Finance committee has been authorized to examine and report on a number of elements of the bill, in particular those dealing with employment insurance. The motion also referred the elements dealing with the Navigable Waters Protection Act (Part 7) to the Standing Senate Committee on Energy, the Environment, and Natural Resources; the elements dealing with the Competition Act (Part 12) to the Standing Senate Committee on Banking, Trade and Commerce; and the elements dealing with equitable compensation (Part 11) to the Standing Senate Committee on Human Rights. Senator Day continued, “While recognizing the importance of many of these provisions, we look forward to continuing to exercise our due diligence in examining the true impact they will have on Canadians.”

Senator Irving R. Gerstein added: “As deputy chair of the committee, I thank all the members for working together to ensure the vital stimulus funds and enhanced employment insurance benefits get out quickly to Canadians who need it most”.
