Serge Joyal

The Hon. Serge  Joyal, P.C., O.C., O.Q., B.A., LL.L., D.E.S., LL.M. Appointed to the Senate by the Rt. Honourable Jean Chrétien, Senator Serge Joyal represents the province of Quebec and the Senatorial Division of Kennebec. He has served in the Senate of Canada since November 26, 1997.

Appointed to the Senate by the Rt. Honourable Jean Chrétien, Senator Lise Bacon represents the province of Quebec and the Senatorial Division of De la Durantaye. She has served in the Senate of Canada since September 14, 1994.

She is currently a Member of the Senate Standing Committee on Internal Economy, Budgets and Administration, for which she also acts as Chair, and a Member of the Senate Standing Committee on Rules, Procedures and the Rights of Parliament. She has represented the Senate of Canada in other Committees, and also in delegations to Europe, Africa, and the United States.

Her long history of public service includes her role as a Member of the National Assembly (MNA) for the province of Quebec. She served three consecutive terms in office as MNA for the riding of Chomedey (1981-1994), during which time she held posts including Deputy Premier, Minister of Cultural Affairs, and Minister responsible for Regional Development. Senator Bacon’s debut in provincial politics came with her election as MNA for the riding of Bourassa in October 1973. Serving in various ministerial postings from November 1973 to November 26, 1976, she was also a candidate for Bourassa in the 1976 election.

In addition to her formal involvement in the public sphere, her community involvement is extensive, comprising a list of contributions that include serving as a member of the Board of Directors of the Théâtre du Rideau Vert in Montreal, a member of the Advisory Board of Collège Marie-de-l’Incarnation, and as a member of the Board of Directors of Oxfam Quebec.

During her career, she has earned a number of distinctions including the Belgian-Spanish Order of Merit, and the Order of St. Hubert.

Born in Valleyfield, Quebec, in Beauharnois County on August 25, 1934, Senator Bacon studied humanities at Collège Marie-de-l’Incarnation and Académie Saint-Louis-de-Gonzague in Trois-Rivières. She studied sociology, political science, and psychology at the Institut Albert-Thomas in Chicoutimi.
